TOURISM POLICY

Even though the potential for tourism development is enormous, Bhutan has chosen to ignore the global pace, placing happiness of the people before outright material gain. A policy epitomized by “high value low volume” tourism, which is sustainable and sensitive to preservation of its heritage in a rapidly changing world. In trying to strike a balance between the past and the present, authenticity and sensitivity govern the development of all tourism products.

Any tour operator offering tour packages with less than the government prescribed minimum daily tariff is a definitive act of undercutting and is prosecutable under the law of the country. The government sets minimum daily tariff in order to manage tourism carefully and at the same time the policy is targeted to balance between the economic gain and protection of unique culture and tradition of Bhutan.

 

TARIFF

The policy of value tourism is best supported by a system of a daily minimum tariff during high season price of US $ 250 including a Royalty of US $ 65 per person per day. The price also in a way limits the volume of visitors allowing exclusivity and care.

The daily minimum price is most often misinterpreted to be extremely high. The fee in fact covers an "all inclusive package tour" that include all internal taxes and charges including royalty, accommodation, all meals, services of licensed guides, internal transportation, camping equipment and haulage for trekking tours.

 

The royalty portion (USD65) goes to the government exchequer which in turn mainly supports free medical care, free education and other welfare schemes of the citizens. All visitors in a way therefore make valuable contribution to the welfare system of the country.

 

The minimum daily tariff is set as follows:

  • USD 250 per person per day during highseason - March, April, May, September, October and November.
  • USD 200 per person per day during low season - January, February, June, July, August, December.

 

  • The minimum daily tariff covers:
  • All internal taxes and charges.
  • Royalty of USD 65 per day per tourist.
  • Accommodation
  • All Meals
  • Bhutanese Tour Guide
  • All land Transport (excluding flight)

 

On the day of departure our obligation shall be limited to breakfast and see-off at the exit point only. Any extra requirements shall be payable on actual basis by the client.

 

SURCHARGE

A surcharge fee shall be levied in addition to the daily minimum tariff for individual tourist or for groups consisting of 2 persons only:

  • 1 person: US$ 40 per day.
  • 2 Persons: US$ 30 per day per person.

 

DISCOUNT (not applicable to Indian tourists)

  1. No charge for CHILDREN below the age of 5 years. However, those between the ages of 5-12 years accompanied by elders/ guardians shall be given 50% discount on daily rates. This Royalty is currently set at $65 per day.
  2. Full time STUDENTS below the age of 25 years, holding valid identity cards from their academic institutions, shall also be given a 25% discount.
  3. A discount of 50% on minimum daily package shall be given to one person in a group of 11 people. 100% discount shall be given to one member in a group exceeding 16 persons.
  4. A 50%discount on Royalty shall be provided after the 8th night and 100% discount on Royalty shall be provided after the 14th night.
  5. Visitors availing discounts under Sections 1 & 2 shall not be eligible for discount under 4.

 

TARIFF FOR INDIAN TOURISTS ONLY

  • Option 1. All inclusive package, includes tour and tour guide, accommodation, breakfast, lunch, dinner and transport (car with driver). Alcoholic beverage is excluded.

a) Adults Rs 8500 per tourist per day.

b) Child 6 to 12 years of age: Rs 4250 per day per child

 

  • Option 2. Only includes tour and guide, accommodation, breakfast and transport (car with driver). Alcoholic beverage is excluded.

 

a) Adults Rs 7000 per tourist per day

b) Child 6 to 12 years of age Rs 3500 per child per day.

 

 

CANCELLATION CHARGES

Tours and treks

  • No charge within 30 days before start of event
  • 10% of minimum daily tariff within 21 days before start of event
  • 15% of minimum daily tariff 14 days before start of event
  • 30% of minimum daily tariff 7 days before start of event
  • 50% of minimum daily tariff if less than 7 days or without notice before start of event
  • 100% of minimum daily tariff after arrival in Bhutan

DELAYED ARRIVALS

 

There is no charge for delays in arrival and departure because of weather conditions disrupting flights or roadblocks. The tourist must, however, bear the cost of food, accommodation, transportation, and other services required above and over the validity of the booked days/nights or outside of our jurisdiction.

 

VISA

All visitors to Bhutan require visas. Tourists must obtain a visa clearance prior to travel to Bhutan. Visas are processed through an online system by your licensed Bhutanese tour operator, directly or through a foreign travel agent. You are required to send the photo-page of your passport to your tour operator who will then apply for your visa. The visa will be processed by the Tourism Council of Bhutan (TCB) once the full payment of your holiday (including a USD $40 visa fee) has been wire transferred and received in the TCB bank account. Once received the visa clearance will be processed within 72 working hours. At your point of entry you will be required to show your visa clearance letter, the visa will then be stamped into your passport.

 

New Visa Requirement for Tourists re-entering India

According to a new guideline on Indian Tourist Visa for India, a two month gap between two consecutive visits is mandatory for foreigners holding long term multi- entry Tourist Visas. However, to facilitate tourists, it has been decided that foreigners holding Tourist Visas, who after initial entry into India plan to visit another country and re-enter India before finally exiting, may be permitted two or three entries, as the case may be, subject to their submission of a detailed itinerary and supporting documentation (ticket, bookings etc).

Therefore , any tourist visiting Bhutan using India as an entry and/or exit points must ensure:

  1. that while processing for their Indian visa at an Indian Embassy/Missions/Consular in their country to give full itinerary detail (Entry/re-entry/exit) of their tour and request for authorization of re-entry into India before the two-month gap period elapses.
  2. That, in case, the Indian visa has been already processed without the authorization for re-entry, then the tourists must obtain re-entry approval from Foreigner Registration Record Office (FRRO) at an Indian International airports at the time of arrival process.

In case of tourists who are already in Bhutan but does not have the re-entry authorization within the two month-gap period:

  • Re-entry authorization must be processed through Indian Embassy, Thimphu, for a fee of NU 480/- per passport.

Indian, Bangladeshis and Maldivian nationals can obtain a visa at the port of entry on producing a valid passport with a minimum of 6 month validity (Indian nationals may also use their Voters Identity Card (VIC)).

 

CURRENCY

  • Ngultrum - NU
  • NU 1 = Rs 1 (Indian Rupee)
  • US$ 1= NU 66 apprx.
  • US dollar and EURO are accepted in most tourist hotels but other hard currencies can be exchanged in the banks.

 

ACCOMODATION

There are many different types of accommodations available to visitors in Bhutan. There are hundreds of options available ranging from luxurious 5-star resorts to cozy little hotels and home-stays in traditional Bhutanese homes.

 

The types of accommodations can be divided into:

  • Hotels
  • Resorts
  • Farmstay
  • Homestay

 

Additionally visitors embarking on long treks will be provided with tents and whatever other camping equipment is deemed necessary. Regardless of where they stay, visitors can be assured of their comfort and traditional Bhutanese hospitality. We provide rooms in 3 star hotels depending on location whenever possible. In case of your choice to stay in 4 or 5 star hotel rooms the extra room charges must be borne by the clients.

 

HOTELS

Bhutan has hundreds of hotels located all across the country. They range from small, simple and clean local hotels to luxurious resorts for affluent travelers seeking the ultimate getaway. Hotels in Bhutan are rated according to a National 5 Star rating System. All Tour Operators are required to provide their guests with a minimum of 3 Star accommodations so you can be assured of your comfort. Most hotels provide their guests with Television, Room Service, Fitness Centers, Spas and Wi-fi. However, the actual services available will vary from hotel to hotel depending on their location accross the kingdom.

 

HOTEL RATING SYSTEM

In order to ensure that all visitors to Bhutan receive high quality accommodations and services we have initiated a 5-Star Rating System that classifies the various hotels and resorts operating in the country.

The system is referred to as the ‘Hotel Star System’ and it ranks the accommodations on a scale of 1-5 stars based on an exhaustive set of criteria. Based on this rating system, establishments are classified into:

 

  • Farmstay
  • Homestay
  • Resorts
  • Hotels
  • Guesthouses

 

FOOD

Traditional Bhutanese food are very hot and spicy but visitors are served milder palatable dishes and may even include western dishes.

 

TOBACO & ALCOHOL Import

  • Cigarettes and any other tobacco related products are forbidden in the Kingdom. For personal consumption visitors may bring in 200 cigarettes (10 packets – 1 cartoon) on payment of 200% customs duty.
  • 1 litre of alcoholic beverage is allowed to be brought in for personal consumption.

 

WARNING!

  • Export of old or antiquated items are not allowed if they have not been certified as non-antique.
  • Imports of plants, soil, animals etc., must be declared to the customs officials on entry into Bhutan and may be subject to quarantine procedures.
